Do I have to tell Sonilo the video is in Korean?
No. Sonilo detects the spoken language when it transcribes your video, then translates that Korean transcript into Tamil. You see both before anything is voiced.

What does lip sync change?
With lip sync on, the speakers' mouths are re-rendered to match the new language. With it off, your picture is left exactly as it was and only the voice changes, so mouths still move to the original language.

Yes. Upload an .srt or .vtt for a language and the dub says exactly those lines.
